Memorandum of Understanding

Between the

National Association of Air Traffic Specialists

And the

Federal Aviation Administration

This agreement is made by and between the Eastern Region National Association of Air Traffic Specialists ("NAATS" or "the Union") and the Eastern Region Federal Aviation Administration ("FAA" or "the Agency"), collectively known as "the Parties". This agreement represents the Parties understanding of the Agency’s proposal to the installation of the Graphics Weather Display System (GWDS) using the WSI system and equipment. This agreement shall be posted at all facilities with NAATS bargaining unit employees within 30 days of it’s effective date.

Section 1. The parties agree that the installation schedule at AFSS’s shall be in the following order: Altoona, Williamsport, Leesburg, Elkins, Buffalo, Millville, and Islip. The installation dates shall be as follows:

Week of July 17th - Altoona

Week of July 24th - Williamsport and Leesburg

Week of July 31st - Elkins and Buffalo

Week of August 7th - Millville

Week of August 14th - Islip

Section 2. The Parties agree that the WSI monitors will be a one for one replacement of current Kavouras monitors, up to a maximum of 121 WSI positions. Distribution shall be determined at the regional level. The parties at the local level shall negotiate the order of installation and location of all WSI positions. The parties agree that, funding permitting, there will be at least one WSI remote workstation for use by facilities during any special event. (i.e. air shows, aviation conventions, regional demonstrations, etc.).

Section 3. The Parties agree that each employee will be given a minimum of two hours of training on the WSI system.

Section 4. The Parties agree that for those employees who feel that they need more than two hours of training on the WSI system, additional training will be provided, as deemed necessary by the employer.

Section 5. The Parties agree that the Traffic Management Program (TMP) will not be used to support WSI training.

Section 6. The Parties at the local level shall determine the best times to train employees, during non-peak periods, and the employer agrees to use overtime as necessary.

Section 7. The employer agrees that all annual leave previously approved shall not be canceled during any period of WSI training for the purpose of conducting the training. The employer also agrees that all local agreements regarding the level of leave slots available within watch schedules shall not be changed during WSI training.

Section 8. The Parties agree to establish a regional WSI committee, comprised of an equal number of NAATS representatives and FAA representatives, to address any issue regarding WSI that cannot be settled at the local level. All representatives shall be on official time.

Section 9. The parties agree that the times of installation (hours of the day) of any WSI equipment shall have minimal impact on facility operations.

Section 10. The Parties agree that for those employees who demonstrate exceptional abilities with the new WSI equipment, special recognition may be provided through the FAA awards program.

Section 11. The Parties agree that all products currently provided by Kavouras will be provided by the new WSI system.

Section 12. The Parties agree that future or current products provided by WSI that enhance the FSS option’s ability to provide service to the user will be considered for use. The parties agree that any product provided by WSI that supports the FSS Renaissance recommendations shall be considered for use in the Eastern Region.

Section 13. Within 90 days of the signing of the agreement the parties at the Regional level shall meet and review the WSI system and make recommendations for its improvement. All participants shall be on official time.

Section 14. The Parties agree that there will be quarterly reviews of the WSI system for a period of 1-year after completion of Regional installation, and if appropriate, recommendations made to modify the WSI system.

Section 15. This agreement terminates 1 year after the completion of the Regional installation of WSI.
