NEGOTIATING TEAM--
UPDATE
The NAATS Team met with FAA Management beginning Wednesday, January 30 for three consecutive days. The management team consisted of their Chief spokesperson, Leo Stoltz from the Human Resources Branch, Tony Tisdale, ATX-200, Trent Cummings, the Alaska, Air Traffic Division Manager, and, Marita Johnson, also from Human Resources. The NAATS team was Don McLennan, ANM, Kurt Comisky, ANE, Donna Holmes, AEA and Mark Jaffe, ASW. The purpose of the meeting was to discuss unresolved work rules of the contract (that is, those few articles that have never been successfully TAUТd (Tentatively Agreed Upon), and to try and reach agreement on developing necessary pay rules important to successfully implementing a new pay system.
The work rule articles that we reviewed concerned the Medical Qualifications Article, Holidays Article, Compensatory Time In Lieu Of Overtime/Holiday/Day In Lieu of Holiday Article, Sick Leave Buy Back Program Article, Federal Services Impasses Panel (FSIP) Meetings Article, Federal Mediation and Conciliation Service (FMCS) Meetings Article, Overtime Article and, of course, the rate of payment for performing CIC and OJTI duties. These are all of the articles that are left to resolve with Agency before sending a contract to the membership for a ratification vote. Wally Pike will deal with the compensation issues per his updates to you.
Substantive issues important to the Union are reimbursements from the FAA if the Regional Flight Surgeons require us to get additional medical tests but later admit they were unnecessary in making a qualification determination. We are also trying to see if the Agency wants to let members use their holidays as personal holidays when they want to use them instead of on the designated national holiday dates. The sick leave buy back article was not discussed at length but management was interested in discussing what might be done for FERS employees under this venue, if not CSRS employees. The OT article is pretty well nailed done if there is an acceptable pay agreement, and management offered CIC and OJTI rates of pay of 5%. FSIP/FMCS were simply not discussed.
Management also presented to the Union their Employer 2 (E-2) proposal on pay rules (not compensation). It looks to me like the Agency has moved towards the NAATS proposal in several areas on OSI (Organizational Success Increase) and SCI (Superior Contribution Increase), but there are several areas that they left off their proposal such as Facility Incentive Pay and Staffing.
Bill Dolan, our Chief Negotiator will be replacing me on the team next week for the next round of discussions with the FAA.
